• The hybrid work trend is driving demand for lighter, mobile home office furniture, as well as hot desk furniture.

Challenges

• Any future global supply chain challenges could increase raw materials costs.
• Competition from imports.
• Declining shipping fees and the falling oil price could make it more affordable to import than previously.
• Higher inflation has lowered consumer’s ability to afford new furniture purchases.
• Increasing cost of electricity, water, raw materials, transport and labour.
• Loadshedding.
• Local logistics challenges make it expensive to transport goods and raw materials.
• The weak local and global economy will likely reduce sales and exports.

Outlook

• Uncertainty has caused some investors to hold back, and some international investors are selling as investor sentiment worsens.\r\n
• The Rode Report said the real estate market will be “stuck in low gear for years to come”. \r\n
• Remote working will be a significant driver of the property market, likely increasing demand for properties that offer flexible working arrangements and those in areas outside major cities. \r\n
• More property owners and developers are looking for properties that are self-sufficient and sustainable. \r\n
• Residential properties are likely to continue to perform well.\r\n
• Commercial property may face some challenges, particularly in city centres. Warehouses and logistics centres may perform well due to the growth of ecommerce.

Introduction

This report focuses on the real estate industry which comprises commercial, industrial and residential properties, as well as property development, property valuation and bond origination. The real estate sector has been significantly affected by the pandemic. Listed property shares fell by 36% between January December 2020. The commercial property sector has been struck by growing vacancies and a decrease in property valuations. While sales in the residential property sector began to increase in late 2020, partly driven by record low interest rates, property transactions declined significantly in 2020, likely due to temporary closure of deeds offices due to the pandemic. Registrations and renewals of estate agencies by the Estate Agency Affairs Board (EAAB) decreased by 3.4% to 7,862 in 2020 from 2019. Estate agents are concentrated in Gauteng and accounted for 46.1% of the 40,949 agents that were issued with their annual certificates in 2020. Operating costs for property owners are growing, while a number of new regulations have been introduced in the property sector in recent years. Many commentators fear that the Expropriation Bill will lower investor confidence if it comes into force.

Strengths

• Bond originators assist buyers to get finance.
• Franchise opportunities offered by large companies including a support system consisting of training, marketing, networking, websites and a strong relationship with financial institutions.
• Low overhead costs for estate agents, bond originators and valuers.
• Strict educational and registration accreditation requirements and standards and a legal framework for the marketing, managing, financing, letting, renting, sale and purchase of property.
• The use of technology as marketing and communication tools to provide access to information.

Weaknesses

• Economic factors affect household finances and the ability of potential buyers to obtain mortgage bonds.
• Property developers are stopping big projects due to political uncertainties and weak economic growth.

Opportunities

• Collaborative work spaces will be in demand as people require spaces to meet for work, maintaining the required social distance.
• Demand for retirement complexes is set to grow as Baby Boomers reach their 80s.
• Developers could convert redundant office buildings into residential spaces.
• High demand for student accommodation and gated communities.
• Increase in online shopping could increase demand for warehousing space.
• Increasing interest in green buildings.
• Record low interest rates are driving house sales.
• Use of proptech to reduce costs and streamline services for the sector.
• Ventilation systems to improve the health of office building and make them more attractive to tenants.

Threats

• Inability of tenants in all property sectors to pay full rent as a result of loss of income during the lockdown.
• Increase in operating costs, particularly municipal charges.
• Lack of transformation of the sector.
• Oversupply of commercial property as people continue to work from home after the lockdown.
• Slowdown in economic activity could limit expansion and new development.
• The coronavirus outbreak is affecting the income distribution and value of listed property companies.
• The Expropriation Bill which could lower investor confidence and negatively affect bank lending.
• Unreliable electricity and water supply resulting in reduced retail sales revenue.

Outlook

The property sector remains largely constrained due to the pandemic, with the outlook largely dependent on macro-economic factors. FNB said in March 2021 that the labour market will be a key determinant in the outlook in respect to house prices. If more high-skilled jobs are lost, this could put downward pressure on house prices. Erwin Rode, managing director of property consultancy Rode & Associates, says given the poor prospects for the economy, the big unknown is when interest rates will be normalised. An increase in mortgage bond rates plus stagnating or declining household incomes would be disastrous for the housing market, he says. When it comes to listed property, Stanlib’s head of listed property Keillen Ndlovu forecasts double digit returns over the coming year. This is off a very low base of last year, when the sector returned a negative return of 35%. However, he says the forecast risk remains high due to uncertainty around the pandemic and concerns around a third wave. “Our bull case indicates 25% total returns compared to a base case of 15% and a bear case of 6% total returns (income and capital),” he says.

Introduction

This report focuses on the real estate industry which comprises commercial, industrial and residential properties, as well as property development, property valuation and bond origination. The sector’s performance largely depends on economic drivers and has been challenged by slow economic growth during the past few years. Registrations and renewals of estate agencies by the Estate Agency Affairs Board (EAAB) increased to 8,139 from 2018 to 2019 but have decreased by 4.9% since 2017. Estate agents are concentrated in Gauteng and accounted for 43.6% of the 45,626 agents that were issued with their annual certificates in 2019. The number of companies listed in the JSE’s real estate sectors increased since 2017, but their market capitalisation declined by 64.4% between 2017 and November 2019 as South Africa moved into recession. Between November 2019 and April 2020, the property index lost 34.2% as the outbreak of the coronavirus severely impacted global and local markets.

Strengths

• Bond originators assist buyers to get finance.
• Franchise opportunities offered by large companies including a support system consisting of training, marketing, networking, websites and a strong relationship with financial institutions.
• Low overhead costs for estate agents, bond originators and valuers.
• Strict educational and registration accreditation requirements and standards and a legal framework for the marketing, managing, financing, letting, renting, sale and purchase of property.
• The use of technology as marketing and communication tools to provide access to information.

Weaknesses

• Economic factors affect household finances and the ability of potential buyers to obtain mortgage bonds.
• Property developers are stopping big projects due to political uncertainties and weak economic growth.

Opportunities

• Collaborative work spaces will be in demand as people require spaces to meet for work, maintaining the required social distance.
• Developers could convert redundant office buildings into residential spaces if the economy strengthens.
• High demand for student accommodation and gated communities.
• Increase in online shopping could increase demand for warehousing space.
• Increasing interest in green buildings.
• Investment in transport infrastructure and economic development zones lead to an increase in property prices.
• Urban renewal and regeneration projects leading to increased property development and refurbishment.

Threats

• Inability of tenants in all property sectors to pay full rent as a result of loss of income during the lockdown.
• Oversupply of commercial property as people continue to work from home after the lockdown.
• Slowdown in economic activity could limit expansion and new development.
• The coronavirus outbreak is affecting the income distribution and value of listed property companies.
• Unreliable electricity and water supply resulting in reduced retail sales revenue.

Outlook

Key influencing factors for the real estate sector in South Africa will be currency fluctuations, water and electricity shortages and economic growth. FNB said that the weakening trends in the housing markets were already underway, will be amplified by the impact of coronavirus on the economy. Analysts do not expect lower interest rates to provide some support to the market in the in the face of massive job losses. Economic contraction is likely to lead to retrenchments by retail companies . Role players do not expect the national office vacancy rate to improve in the next three years. Office development is likely to remain constrained due to developers favouring a tenant-driven approach when they commit capital.

In 2015, the real estate and business services subsector combined contributed 10.3% to total real GDP, according to the South African Reserve Bank (SARB). The South African listed-property sector is now worth about R500bn and is exposed to 25 countries. The sector’s performance largely depends on economic drivers and has been challenged by slow economic growth during the past few years. In spite of this, the number of principal estate agents registered with the Estate Agency Affairs Board grew by 4.8% from 2016 to 2017. Property development is not showing signs of slowing down, but developers are struggling to increase occupancy rates due to oversupply.

Strengths

• The use of information technology as marketing and communication tools to provide access to information.

Weaknesses

• Economic factors negatively affect household finances and the ability of potential buyers to obtain mortgage bonds.
• No guaranteed income for agents operating on a commission-based working model.

Opportunities

• High demand for student accommodation and gated communities.
• Increase in online shopping could increase demand for warehousing space.
• Increasing interest in green buildings.
• Investment in transport infrastructure and economic development zones lead to an increase in property prices.
• Job creation and transformation potential of the home inspection industry and EAAB’s ‘one agency - one learner’ internship programme.
• The Government Employees Pension Fund R10.5bn facility to SA Home Loans is earmarked for public servants and affordable housing.
• The HSDB will offer bridging finance to small contractors and finance building loans for those who will purchase serviced sites.

• Low projected growth rates and slowdown in economic activity could limit expansion and new development, thereby negatively affecting all sectors of the property industry.
• Shortage of housing stock which could restrict growth in the market.
• Unreliable electricity and water supply resulting in reduced retail sales revenue.

Outlook

Key influencing factors for the real estate sector in South Africa will be political stability in the run-up to the 2019 elections, currency fluctuations, water shortages and economic growth. Analysts expect luxury homes in the estate-housing market to outperform the rest of the luxury-home market during the current downturn, as luxury-home buyers continue to look for secure living in estates that offer lifestyle choices too. Commentators see the market as a buyers’ market, especially in Cape Town for as long as the water crisis persists and the semigration trend from other parts of the country slows down. With the Western Cape becoming unaffordable for many, in particular the first time-buyer, buyers will be looking at alternatives that offer similar lifestyles along the coast such as Durban, Ballito, Port Elizabeth and George. Given the slower growth in many of the conventional large commercial and retail property developments, property developers and investors are likely to find opportunities in sub-sectors that correlate with the national socioeconomic development agenda. The view of Robin Lockhart-Ross, managing executive: property finance at Nedbank Corporate & Investment Banking is that: “In the coming months and years, it’s likely that we’ll find increasing numbers of astute property investors and developers being less involved in traditional large retail and commercial developments and instead focusing more of their attention on projects in the affordable housing, student accommodation, and health-care sectors, particularly within the so-called hospital \"day-care\" or \"step-down\" facilities”.

The total value of South Africa’s property sector is an estimated R5.8-trillion up from R4.9-trillion at the end of 2010, according to research by the Property Sector Charter Council. This exceeds total annual GDP and makes it a critical part of the economy. First National Bank (FNB) estimates that the property industry contributes 6% of total GDP. The FNB National House Price Index rose by 6.6% year-on-year in August 2016, which represents a slowing in the pace of growth from a revised 7% year-on-year rate in July, and the 3rd consecutive month of slowing since the 7.4% revised 2016 high reached in May.

• Franchise opportunities offered by large companies including a support system consisting of training, marketing, networking, websites and a strong relationship with financial institutions.
• Low overhead costs for estate agents, bond originators and valuers.
• No limit to earning capacity for estate agents, which is dependent on individual effort.
• Strict educational and registration accreditation requirements and standards and a just and equitable legal framework for the marketing, managing, financing, letting, renting, sale and purchase of property which ensure a reliable and professional service from compliant estate agents.
• The use of information technology as marketing and communication tools to provide access to information.
• Vibrant performance of the JSE’s listed property sector.

Weaknesses

• Lack of consumer education on over-pricing, over-indebtedness, affordability and applicable legislation.
• No guaranteed income for agents operating on a commission-based working model.
• There are still estate agents who are operating illegally.

Opportunities

• High demand for student accommodation and gated communities.
• Increase in online shopping could increase demand for warehousing space.
• Increasing interest in green buildings.
• Investment in transport infrastructure and economic development zones will increase the demand for office, retail, industrial and residential development.
• Job creation and transformation potential of the home inspection industry and EAAB’s ‘one agency - one learner’ internship programme.
• The Government Employees Pension Fund R10.5bn facility to SA Home Loans is earmarked for public servants and affordable housing.
• The HSDB will offer bridging finance to small contractors and finance building loans for those who will purchase serviced sites.
• Urban renewal and regeneration projects leading to increased property development and refurbishment.

• Economic factors negatively affect household finances and the ability of potential buyers to obtain mortgage bonds.
• Further downgrades by ratings agencies might prompt banks to tighten their lending regulations.
• Low projected growth rates and slowdown in economic activity could limit expansion and new development, thereby negatively affecting all sectors of the property industry.
• Shortage of housing stock which could restrict growth in the market.
• Unreliable electricity and load-shedding resulting in reduced retail sales revenue.

Outlook

The sector’s performance over the next 12 months is likely to take its direction from capital market movements which have been a strong driver of real estate returns in recent years. If global rates increase over the next 12 months, this is likely to have a negative effect on the sector’s performance. Future mergers and acquisitions and new listings in the sector are likely especially in a market where competition for direct real estate is high and the REIT structure has supported securitisation of real estate. The FNB House Price Index forecasts deteriorating residential demand, which could lead to a less balanced market. Bill Rawson sees stock shortages continuing and forecasts that a high percentage of South Africans will carry on renting rather than buying their homes. At the same time existing homes or affordable well-priced new developments in high demand areas will continue to appreciate in value way ahead of the national average. \r\n\r\nDevelopments in the industrial sector are likely to continue being dominated by large light industrial warehouses and the redevelopment of older, redundant stock for alternative uses is expected. Robin Lockhart-Ross, Managing Executive at Nedbank Corporate Property Finance, explained, “Growth in South Africa\'s commercial property industry continues to be dependent on government\'s redress of critical infrastructure backlogs and capacity constraints to offset the dampening effects of low economic growth. Aside from ongoing electricity supply shortages, looming water supply issues could further inhibit property development. But at municipal government level the heightened focus on and investment in expanding and improving transport infrastructure and promoting mixed-use activity nodes along major transport corridors and around key transport interchanges bodes well for commercial property development within metropolitan areas.”

The IPD South Africa Biannual Property Indicator report reflects a 7.4% total return for commercial property for H1:2014. The FNB House Price Index shows that property prices grew by an average of 7.1% in 2014 (0.79% in real terms) and forecasts a hold on interest rates and a house price growth of between 8% and 9%.

Strengths

• Bond originators assist buyers in obtaining finance.
• Franchise opportunities offered by large companies including a support system consisting of training, marketing, networking, websites and a strong relationship with financial institutions.
• Low overhead costs for estate agents, bond originators and valuers.
• Low vacancy rates in the warehouse sector reflect the high demand by logistics and distribution companies for premium warehousing space close to ports and airports.
• No limit to earning capacity for estate agents, which is dependent on individual effort.
• Strict educational and registration accreditation requirements and standards and a just and equitable legal framework for the marketing, managing, financing, letting, renting, sale and purchase of property which ensure a reliable and professional service from compliant estate agents.
• The use of information technology as marketing and communication tools to provide access to information.
• Vibrant performance of the JSE’s listed property sector.

Weaknesses

• Lack of consumer education on overpricing, over indebtedness, affordability and applicable legislation.
• Low transformation levels in terms of B-BBEE.
• No guaranteed income for agents operating on a commission-based working model.
• There are still illegally operating estate agents.

Opportunities

•  Government R250bn investment in affordable housing over the next five years.
• High demand for student accommodation and gated communities.
• Increase in online shopping could increase demand for warehousing space.
• Increasing interest in “green buildings.”
• Investment in transport infrastructure and economic development zones will increase the demand for office, retail, industrial and residential development.
• Job creation and transformation potential of the home inspection industry and EAAB’s ‘one agency - one learner’ internship programme.
• Urban renewal and regeneration projects leading to increased property development and refurbishment.

Threats

• A high crime rate in an established residential area can be detrimental to house price inflation for at least two years.
• Economic factors negatively affect household finances and the ability of potential buyers to obtain mortgage bonds.
• Fast-increasing property operating costs.
• Further downgrades by ratings agencies might prompt banks to tighten their lending regulations.
• Increase in flexible working environment could have a negative effect on the demand for office space.
• Low projected growth rates and slowdown in economic activity will limit expansion and new development, thereby negatively affecting all sectors of the property industry.
• Shortage of housing stock which could restrict growth in the market.
• Unreliable electricity and load-shedding resulting in reduced retail sales revenue.

Outlook

In general, future growth will be influenced by the shortage of housing stock, the oversupply of office and rental accommodation, high operating costs, availability of disposable income, the lending requirements of financial institutions and opportunities for development associated with proposed investment in transport infrastructure and economic zones.\r\n\r\nThe R250bn investment by the Department of Human Settlements to build 1.5 million houses over the next five years will fast-track state housing delivery but will not eliminate the current housing backlog of 2.3 million. Nedbank’s Nicky Weimar expects the affordable housing segment to remain robust, given the government’s housing delivery programme and financing schemes, as well as the increasing buying power of the target market.\r\n\r\nFNB’s John Loos forecasts that lower inflation and mildly faster economic growth, leading to a faster rate of Real Household Sector Disposable Income growth and a hold on interest rates will still see some “mild acceleration in average house price inflation during 2015, taking it higher into the 8% - 9% range.” The current electricity crisis and possible fragile labour relations could affect this positive forecast. Herschel Jawitz, CEO of Jawitz Properties explained that, “Aside from bank lending, interest rates and consumer confidence will be the two key factors in the market. Interest rates impact on affordability and lack of consumer confidence may lead to postponement of long-term buying decisions.”\r\n\r\nIzak Petersen, Dipula Income Fund CEO, anticipates massive competition in the scramble for good property and tenants for the commercial property sector in 2015. There will be relatively limited speculative development activity and some property developments may have to be shelved due to a lack of electricity supply. Office accommodation, already facing oversupply issues, is likely to remain the weakest link for commercial property, but industrial and retail property should hold up better although, “Retail turnovers are likely to be under pressure with consumers remaining under strain.”\r\n\r\nGrowthpoint’s Estienne de Klerk forecasts that as South Africa’s real estate investment trust sector continues to outpace global performance, smaller players are likely to pursue consolidation to gain scale to compete in the sector thereby opening up a huge opportunity for mergers and acquisitions.\r\n\r\nRobin Lockhart-Ross, Managing Executive at Nedbank Corporate Property Finance, explained that, “Growth in South Africa\'s commercial property industry continues to be dependent on government\'s redress of critical infrastructure backlogs and capacity constraints to offset the dampening effects of low economic growth. Aside from ongoing electricity supply shortages, looming water supply issues could further inhibit property development. But at municipal government level the heightened focus on and investment in expanding and improving transport infrastructure and promoting mixed-use activity nodes along major transport corridors and around key transport interchanges bodes well for commercial property development within metropolitan areas.”
