Introduction

This report focuses on the motor vehicle industry, which incorporates the manufacture, distribution, servicing and maintenance of motor vehicles and the manufacture of components. Vehicle and component production is the largest manufacturing sector in South Africa’s economy, and accounted for 27.6% of the country’s manufacturing output in 2019 compared to 29.9% in 2018. The combined contribution to GDP of manufacturing and retail was 6.4% (4% manufacturing and 2.4% retail) in 2019. Exports of automotive products reached a record R201.7bn in 2019 compared to R178.8bn in 2019. However, new vehicle exports declined by 29.8% in 2020, to 271,819 units while new vehicle sales declined to 380,449 units from 536,612 units in 2019, due to the coronavirus pandemic, South Africa’s shrinking economy, financial pressure and weak business and consumer confidence. The local market has been declining for the past few years, and the impact of the coronavirus pandemic is expected to cause further declines in sales, and place considerable pressure on the industry.

Strengths

• No incentives for production of electric vehicles.

• South Africa lags the rest of the world in terms of fuel standards and quality.

Opportunities

• Increased exports to the rest of Africa.

Threats

• Decreasing demand caused by the economic environment.
• If cleaner fuels policy is not adopted, it will restrict the manufacture and import of new technology and low-emission vehicles.
• Illegally imported vehicles.
• Increasing input costs.
• Vehicle and component producers face uncertain conditions especially as currency movements can push up prices and cause a decline in sales.

Outlook

South Africa is in a deep recession and consumer and business sentiment are severely depressed. New vehicle sales are generally linked to the strength of the economy and the GDP contraction and uncertainties relating to the economic impact of the coronavirus pandemic are expected to cause new vehicle sales to remain low for the remainder of the year. Nedbank said in November 2020 that the local vehicle market is expected to recover at a “steady but tepid pace but could face disruptions due to international lockdowns” which affect the local car rental industry. Demand for used vehicles has been increasing, but dealers are finding that getting quality used stock is problematic. In January 2021, the National Association of Automobile Manufacturers of South Africa said it expects new vehicle sales volumes to increase by around 15% in 2021. “Factoring in the expected year-on-year improvement in vehicle exports of around 20%, an improvement in industry vehicle production of about 18% is projected for 2021.” According to trade and industry research consultancy Trade & Industrial Policy Strategies, the shift to electric vehicles is evident in leading markets, especially in Europe, which is South Africa’s main export markets for vehicles. “All forecasts point to an exponential growth of electric vehicles in the coming decades. Heightened environmental regulations, linked to climate change mitigation and air quality improvement, have initiated the transition to cleaner forms of transportation.”

Introduction

This report focuses on the motor vehicle industry, which incorporates the manufacture, distribution, servicing and maintenance of motor vehicles and the manufacture of components. As the largest manufacturing sector in South Africa’s economy, vehicle and component production accounted for 29.9% of the country’s manufacturing output in 2018 compared to 30.1% in 2017. The broader automotive industry’s contribution to gross domestic product (GDP) was 6.9% which comprised 4.4% for manufacturing; and 2.5% for retail. The country’s weak macro-economic environment, pressure on consumers’ disposable income and fragile business and consumer confidence, resulted in South African new-vehicle sales declining 1% in 2018. Exports of automotive products, which reached a record R178.8bn, compared to R165bn in 2017, were shipped to a record 155 export destinations, up from 149 in 2017.

• Increased exports to the rest of Africa, which is one of the fastest-growing regions in the world.
• The weakening rand offers greater opportunity for increased exports.

Threats

• Decreasing demand caused by the economic environment.
• Further raw material and energy price increases.
• If cleaner fuels policy is not adopted in South Africa, it will restrict newer technology and lower-emission vehicles from coming into the country and being manufactured here.
• South Africa’s vehicle and component producers face uncertain conditions especially as currency movements can push up prices and cause a decline in sales.
• Strike action which disrupts production and could lead to increasing imports.

Outlook

According to Naamsa, “under the SAAM 2021-2035, the future is paved with numerous opportunities revealing the extent of the potential for the long-term development of the South African automotive industry.” However, the success of the industry will be largely dependent on the country achieving higher economic growth. South Africa needs to remain an attractive destination for companies wanting to establish manufacturing plants or wanting to expand their existing plants, but this will be difficult in a continued weak economic growth with volatile currency fluctuations, political uncertainty, power and labour issues.

Introduction

This report focuses on the motor vehicle industry, which incorporates the manufacture, distribution, servicing and maintenance of motor vehicles as well as the manufacture of components. As the largest manufacturing sector in South Africa’s economy, vehicle and component production accounted for 30.1% of the country’s manufacturing output in 2017 compared to 33% in 2016. The broader automotive industry’s contribution to gross domestic product (GDP) was 6.9% which comprised 4.4% for manufacturing; and 2.5% for retail. This was a decline from 7.4% in 2016. There was also a decline in 2017 exports of automotive products, which reached R164.9bn, compared to the record R171.1bn achieved in 2016.

Strengths

• South African manufacturers are on par with those in the rest of the world in the design and manufacture of specialised vehicles.
• Supportive automotive policy provides solid platform for long-term planning and investment.

Weaknesses

• Gaps in the manufacturing competitiveness levels of automotive component suppliers.
• Low productivity.
• Manufacturing is expensive.
• Shortage of skills.
• South Africa is about 15 years behind the rest of the world in terms of fuel standards and quality.

Opportunities

• Increased exports to the rest of Africa, which is one of the fastest-growing regions in the world.
• The weakening rand offers greater opportunity for increased exports.

Threats

• Changes to CF2 regulations to allow metal additives into unleaded petrol resulting in restrictions on the use of new technology.
• Decreasing demand caused by the economic environment.
• Further raw material and energy price increases.
• If cleaner fuels policy is not adopted in South Africa, it will restrict newer technology and lower-emission vehicles from coming into the country and being manufactured here.
• South Africa’s vehicle and component producers face uncertain conditions especially as currency movements can push up prices and cause a decline in sales.
• Strike action which disrupts production and could lead to increasing imports.

Outlook

The South African motor vehicle industry is expected to remain extremely competitive in an environment of weak economic growth. With cash-strapped consumers already struggling to manage increasing food, electricity and fuel costs, the substantial increase in ad valorem vehicle excise duty rates together with the increases in value-added tax (VAT), emissions taxes and the fuel levy, will according to Naamsa, “compromise vehicle affordability in South Africa and will probably have a significant impact on the size of the domestic market.”

As the largest manufacturing sector in South Africa’s economy, vehicle and component production accounted for 33% of South Africa’s manufacturing output in 2016, while the contribution of the broader automotive industry to GDP was 7.4%: 4.7% for manufacturing; and 2.7% for retail. In 2016 exports of automotive products accounted for a record R171.1bn, which equates to 15.6% of total South African exports. However, the country’s new vehicle sales recorded a year-on-year decline for the third year in succession during 2016, mainly due to the slowdown in the domestic economy, above average inflationary pressure in the new vehicle market and increases in interest rates.

Outlook

Difficulties confronting the South African motor vehicle industry, which include the economic recession and low levels of consumer confidence, are expected to continue during 2017. The weaker Rand is expected to result in higher new vehicle prices, causing domestic new vehicle sales to remain under pressure during the year. In May 2017 NAAMSA reported that despite “prevailing political and economic uncertainties, it is still possible for the new vehicle market to grow in 2017.” This would however depend on South Africa avoiding further credit rating downgrades, interest rates not increasing over the short to medium-term and that economic growth for 2017 and 2018 shows some improvement.

Report Coverage

The report on the South African motor vehicle sector describes the current state of the industry, current developments and factors influencing the success of the industry. Also included in this detailed and informative report are profiles for more than 130 companies, including 31 locally-based vehicle manufacturers and importers, nine body repair companies, 37 component manufacturers and 13 auto salvage companies.

Introduction

This report focuses on the motor vehicle industry, which incorporates the manufacture, distribution, servicing and maintenance of motor vehicles as well as the manufacture of components. The South African motor vehicle industry is an important contributor to the economy and accounts for approximately one-third of all manufacturing activities in the country. The sector contributed R225bn or 7.2% to GDP in 2014. Preliminary estimates from National Association of Automobile Manufacturers of South Africa (NAAMSA) indicate that new vehicle related sales turnover increased by only 3.6% during 2015 to reach approximately R235bn. Although the Automotive Production Development Programme (APDP) has attracted R25bn in investments from vehicle and components producers since it was launched in 2013, tough economic conditions are making it difficult for local manufacturers to remain competitive in the domestic arena.

Strengths

• South Africa is the ideal base to expand into Africa.
• South Africa is the most competitive market in Africa.
• South African manufacturers are on par with those in the rest of the world in the design and manufacture of specialised vehicles.
• Supportive automotive policy provides solid platform for long-term planning and investment.

Weaknesses

• Gaps in the manufacturing competitiveness levels of automotive component suppliers.
• Low productivity.
• Manufacturing is expensive.
• Shortage of skills.
• Volatile labour market.

Opportunities

• Continuation of the roll-out of the bus rapid transit (BRT) systems.
• South Africa’s automotive volumes and the country’s location can result in increased exports to the rest of Africa, which is one of the fastest-growing regions in the world.
• The weakening Rand offers greater opportunity for increased exports.

Threats

• Fluctuating demand caused by the economic environment.
• Further raw material and energy price increases as well as energy supply uncertainty.
• South Africa’s vehicle and component producers face uncertain conditions especially as currency movements can push up prices and cause a decline in sales.
• Strike action which disrupts production and could lead to increasing imports.

Outlook

The decline in new vehicle sales of 4.1% year-on-year in 2015, mainly as a result of difficult domestic economic conditions, is expected to continue during 2016. NAAMSA reported in January 2016 that the weaker Rand will result in higher new vehicle prices, causing domestic new vehicle sales to remain under pressure during the course of the year. NAAMSA President Dr Johan van Zyl views stability in the automotive industry as a key driver of investment and future growth and development in the industry. He highlighted the critical importance of strong global linkages and continued focus on cost reductions and efficiency improvements. The implementation of the review findings of the APDP is expected to encourage more manufacturers to build in South Africa. Peugeot-Citroen SA MD Francis Harnie confirmed the company is looking for opportunities to grow its manufacturing footprint in Africa and stated, “Having decided previously that the barriers to entry in South Africa were too high .... It is worth looking at again.”\r\n\r\n

Introduction

This report focuses on the motor vehicle industry, which incorporates the manufacture, distribution, servicing and maintenance of motor vehicles. The South African motor vehicle industry is an important contributor to the success of the country’s economy and accounts for about one third of all manufacturing activities in the country. The industry’s contribution to the Gross Domestic Product (GDP) was 7% in 2013 and turnover from new vehicle-related sales increased from approximately R182bn in 2012, to R205bn in 2013. Passenger vehicles generated approximately R145bn, light commercial vehicles R50bn and trucks and buses approximately R30bn. Despite a seven-week strike in the automotive industry from middle of August 2013 until the first week in October 2013, National Association of Automobile Manufacturers (NAAMSA) reported that total automotive industry exports increased by R7.8bn or 8.2% to R102.7bn.

• Gaps in the manufacturing competitiveness levels of automotive component suppliers.
• High logistics costs.
• Low productivity.
• Manufacturing is expensive.
• Shortage of skills.
• Unstable labour market.

Opportunities

• Continuation of the rolling out of the bus rapid transit\n(BRT) systems.
• High growth in Africa is an opportunity to grow exports.
• South Africa’s automotive volumes and the country’s\nlocation can result in growth in exports to the rest of\nAfrica.

Threats

• A shift in goods moving to rail will result in lower demand for extra-heavy trucks.
• Fluctuating demand caused by state of economic environment.
• Further raw material and energy price increases and energy supply uncertainty.
• Increased imports as a result of local production being affected by strikes.
• South Africa’s vehicle and component producers face uncertain conditions especially as currency movements can push up prices and cause a decline in sales.

Outlook

The South African automotive industry experienced a challenging year in 2013 with only modest growth and export sales negatively affected by the seven-week strike in the industry. In July 2014 the International Monetary Fund (IMF) lowered South Africa’s economic growth outlook for 2014, amid Eskom’s supply constraints, repeated strikes and a weak recovery in global demand. NAAMSA reported that the July 2014 aggregate new vehicle sales were lower compared to July 2013 and the Association anticipates “only a small increase in new-vehicle sales for an extremely challenging” 2014.
