Stats SA figures indicate the soap and detergents, cleaning and polishing preparations, perfumes and toilet preparations manufacturing sectors had an estimated turnover of R52.1bn in 2019, while the retail trade in pharmaceutical and medical goods and cosmetic and toilet articles had an estimated turnover of R95.8bn. However, the impact of the coronavirus pandemic and weak economic conditions continue to have a significant effect on the performance of the local cosmetics industry.

Outlook

Data analytics company GlobalData expects the global cosmetics industry’s revenue to decrease by 10% in 2020, compared to 2019. Skincare and personal hygiene products are forecast to perform better than fragrance and make-up products, because less out-of-home socialising and working and the wearing of masks are reducing the demand for make-up. With many consumers having lower disposable incomes than before the coronavirus pandemic, there will probably be a move towards purchasing cheaper products in the future. The industry is expected to grow in 2021, but not to levels seen in 2019. \r\n\r\nClicks expects consumer spending to reduce significantly due to the continuing impact of the lockdown, such as extensive job losses. Derek Cikes, commercial director at payments company Payflex, believes the increase in online shopping that started in the lockdown will continue.

Introduction

The cosmetics manufacturing industry has been under pressure from challenging economic conditions. Although the economy emerged from recession in late 2018, investors adopted a wait-and-see approach ahead of the general election. Rolling blackouts and uncertainty about the ability of the country’s power utility to supply enough electricity have affected business activity in the manufacturing sector. The value of the sector which includes the manufacture of cosmetics, perfumes and other personal care preparations is estimated at approximately R27bn at retail level and R20bn at manufacturing level. Impending legislation, proposed by the Department of Health in 2016, has yet to be promulgated. Industry associations are pushing for regulation harmonisation in Africa as a route to new market growth.

Outlook

The recent downward projection by the World Bank for South Africa’s growth to 1.3% is indicative of challenging trading conditions. Manufacturers of cosmetics, fragrances and other toilet preparations are expected to see their revenue growth constrained by poor consumer demand as a result of fuel hikes, electrical supply uncertainty, a fall in the rand exchange rate and high personal income tax rate. High levels of unemployment, low business confidence and political uncertainty have all affected demand. Innovation will be critical for manufacturers to attract market share, particularly in the natural beauty products category going. Impending promulgation of legislation regarding the labelling, advertising and composition of cosmetics will be a positive step for the industry but is expected to be challenging for the SME sector.

The sector has experienced a number of mergers and acquisitions since 2015 and new legislation proposed by the Department of Health is widely considered by industry associations to be a significant milestone for the industry. While these will bring the South African industry in line with international best practices, small producers could find it difficult to meet the new requirements.

Most of these are macroeconomic factors and include a poor power supply, high unemployment, a GDP of not more than 2.1% going into 2016 and the volatility of the Rand. The most recent estimate of the contribution of the cosmetic sector to manufacturing Gross Domestic Product (GDP) is 1% while a study commissioned by the Department of Trade and Industry (DTI) in 2012 estimates its contribution at retail level to be R25.3bn. Global demand for multifunctional products and men’s grooming products is expected to increase and the escalation of e-commerce as a distribution channel looks set to continue. More competition is likely as overseas companies use South Africa as a launching pad into sub-Saharan Africa where growth of 5.5% is expected in 2014. Regional spending power is predicted to reach $2-trillion by 2020, thus presenting opportunities “for companies with the right goods and services and an appropriate strategy.”
